Meet the DCA Staff
STACEY GOULD, MAIN STREET MANAGER
Stacey has been the downtown’s Main Street Manager since April of 2022. She relocated to Carlisle from Bedford, where she previously worked in the same capacity.
Stacey received a Bachelor of Science in Communications Media from the Indiana University of Pennsylvania (IUP), with a concentration in Advertising and Public Relations and a minor in Journalism. She has an extensive sales and marketing background and nearly 20 years of leadership experience.
PHIL GEORGE, ASSISTANT MAIN STREET MANAGER
Phil has been the downtown’s Assistant Main Street Manager since May of 2022. He was born and raised in Carlisle and currently resides in neighboring Mechanicsburg with his wife, Sarah, and sons Carter and Henry. Phil previously worked as the Promotions Director and On Air Personality for Red 102.3, the local country radio station. Phil attended art school, and is known for his paintings of local establishments. He is also proud to have a sandwich with his namesake on the menu at Market Cross Pub & Brewery, so be sure to stop by and try the ‘Phil the Thrill.’
Monthly Meeting Schedule
BOARD OF DIRECTORS
The DCA Board of Directors and Liaisons meets the 2nd Friday of every month at 8am in the lower level of the Carlisle Borough Building, located at 53 West South Street.
Board members typically volunteer to serve 3-year terms. Nominations are accepted in November, and new members are voted in during the December meeting.
PROMOTIONS COMMITTEE
The Promotions Committee meets the 1st Wednesday of every month at 8:30am at the Sunrise Café, 231 North Hanover Street. This committee positions the downtown as the hub of economic activity, while showcasing its unique characteristics, culture, history and defining features. This group plans all DCA events and retail promotions.
ECONOMIC VITALITY & DESIGN COMMITTEE
This committee meets the 1st Thursday of every month at 8:30am at Helena’s Chocolate Café & Creperie, 36 West High Street. Economic Vitality focuses on business recruitment and retention, while Design focuses on beautification of the downtown, including cleanliness, banners, flags, flower planters, murals and holiday lights. When funding is available, this group also oversees the DCA’s façade grant program.
EXECUTIVE COMMITTEE
The Executive Committee, which consists of the officers of the Board of Directors, as well as the DCA staff, meets once a month, as schedules allow. This committee focuses on creating a shared vision that converts the DCA’s mission into clear goals and defines the organization’s role in sustainable revitalization efforts for the downtown.
